KUALA LUMPUR (Nov 6): The Ministry of Housing and Local Government (KPKT) has undertaken price mapping of affordable homes based on median income levels by state and district, using data from the 2022 Household Income and Basic Amenities Survey Report.
“This mapping serves as a guide for developers and housing agencies in determining appropriate selling prices for specific localities and can be accessed through the Affordable Housing Information Dashboard on the Malaysia Urban Observatory website,” said minister Nga Kor Ming. (pictured)
Nga added that KPKT is open to proposals for the redevelopment of abandoned commercial buildings into affordable housing projects.
“A comprehensive study covering legal, technical, and financial aspects is being conducted to ensure such initiatives can benefit the public without imposing additional fiscal strain on the government,” he said.

Through this initiative, PR1MA offers:
- Discounts of up to 25% for selected residential units,
- One year of free internet access,
- A smart home device package, and
- Full coverage of legal fees, as incentives to assist first-time homebuyers and reduce their financial burden.
Addressing questions raised in Parliament regarding the target of one million affordable housing units, KPKT clarified that the figure encompasses projects from all housing providers at the federal, state, and private levels over the course of the 12th and 13th Malaysia Plans, including PR1MA developments.
“To accelerate affordable housing construction, RM38 million has been approved this year for pre-development works of Bandar PR1MA Teluk Intan, while RM75 million has been allocated for the People’s Housing Project (PRR) Harmoni Bestari Jaya in Selangor, which will also help resolve housing issues affecting workers from five plantations in the state,” he said.
“Under Budget 2026, PR1MA has been allocated RM30.1 million to commence preliminary works for three new projects beginning next year.”
Since its establishment, PR1MA has successfully completed 91 housing projects comprising over 54,000 residential units nationwide, benefiting more than 175,000 Malaysians.
In line with the MADANI government’s Housing Reform Agenda, KPKT aims to deliver 500,000 affordable housing units by 2030. Supporting this target, PR1MA has outlined a Strategic Development Framework targeting the construction of 25,000 new units by 2030.
Among the upcoming projects under this framework are Residensi Brickfields 2 and Bandar MADANI Bukit Jalil in Kuala Lumpur, Residensi Padang Temu in Melaka, Bandar PR1MA Teluk Intan in Perak, and Teluk Kumbar in Penang.
“KPKT remains steadfast in its commitment to providing quality, safe, and liveable homes for the well-being of the people and a more sustainable future for Malaysia,” said Nga.
KPKT said it remains committed to identifying more inclusive and flexible approaches to help Malaysians achieve homeownership, in line with the MADANI government’s aspiration to ensure “shelter for all”.
Nga added that his ministry has implemented a range of initiatives, including the Affordable Housing Policy (DRMM), which sets the ceiling price for affordable homes at RM300,000—subject to respective state housing policies. As a result, Malaysia’s homeownership rate among citizens has increased to 76.5%.
