KUALA LUMPUR (Nov 11): A landowner has filed a temporary stay order to prevent the government from taking over his land, a move that introduces a new complication for the long-delayed West Coast Expressway (WCE) project.

The notice of application was filed with the Shah Alam High Court on Nov 6 by the landowner, Subramaniam Seenivasagam. The case management was heard virtually by a judge on Monday (Nov 10).

R Kengadharan, the lawyer representing Subramaniam, confirmed the matter and told The Edge that the hearing is adjourned for the coming Friday, November 14.

"This is a temporary order—to stay that execution dated November 3, which gave seven days (for landowners) to vacate (and make way for the WCE project.

"What we did first was to challenge the first eviction. Now, how can u issue a second eviction; are u saying that the first eviction issued was not valid?" he said.

Meanwhile, based on the stay order notice, Subramaniam application seeks several court orders against the Klang Land Administrator, the respondent.

The main request is for the stay was to prohibit the respondent from carrying out any evacuation, demolition, or clearance work.

This specifically pertains to the land known as Lot 11113, GRN 19398, Mukim Klang, Daerah Klang.

The applicant seeks this stay until the main substantive issue, referred to as "Kandungan 1", is heard and finally decided by the Court.

The legal action is based on a Second Notice dated Nov 3, 2025, issued under Section 425 of the National Land Code.

The landowner's affidavit, affirmed on Nov 6, provides further grounds for this application, read the notice.

Stay order filed just before a two-week extension given to residents

Bernama reported on Monday that the Selangor government has approved a two-week extension for 19 residents of Kampung Jawa, Klang.

This extension, effective from a recent Monday until Nov 24, was granted after the residents were ordered to vacate their land for the WCE.

The expressway spans 233km, connecting Banting, Selangor, to TaipingPerak. It is designed to offer an alternative to the North-South Expressway (PLUS).

Bernama cited Selangor Housing and Culture Committee chairman Datuk Borhan Aman Shah, who confirmed the postponement, as saying an official letter of postponement had been submitted to the Klang District and Land Office.

This decision took into consideration the residents' request for more time to manage their relocation.

However, Borhan emphasised that the project must resume without further delay and that all affected residents were offered temporary accommodation through the SMART Sewa Scheme.

They have also received appropriate compensation from the WCE concessionaire.

Previously, on Nov 3, Borhan had announced a seven-day period ending Nov 10 for the residents to vacate.

That decision followed a meeting with the residents and relevant agencies.

The involved parties included the WCE company, the Selangor Land and Mines Office, and local authorities.
